Government Confirms Phased Regional Rollout and £65 Fee for Mandatory Rental Property Database

The Ministry of Housing, Communities and Local Government has unveiled the operational timetable and technical framework for England's new mandatory Private Rented Sector (PRS) database. The digital registration platform is scheduled to launch on 15 December, commencing in the West Midlands before rolling out regionally across England over a twelve-month period, with an annual registration fee set at £65 per let property.

Under the newly clarified regulations, property owners will have a three-month compliance window once their local authority area is officially onboarded, and all active rental properties must be registered by 14 November 2027. Local authorities will gain centralised digital access to landlord records to trace unlicensed operations and enforce minimum standards, while future phases will require registration IDs to be displayed on all property portals before homes can even be marketed.

The enforcement timetable adds a concrete milestone for landlords and property managers who must assemble safety certifications, gas safety records, and electrical inspection paperwork ahead of their regional launch dates. Tenants will benefit from searchable public records confirming landlord identities and verifying that properties meet baseline statutory standards before entering into binding tenancy agreements.
